Utah’s medical cannabis program became operational after the Utah Medical Cannabis Act was signed into law in 2018, later amended by the legislature. While recreational cannabis remains illegal, Utah offers a tightly regulated medical program with strict product formats, THC dosage limits, and no home cultivation. The state also provides reciprocity for visiting patients, making it accessible for some out-of-state medical card holders.

    1. Qualifying Conditions

Medical cannabis may be recommended for:

    • ALS (Lou Gehrig’s disease)
    • Alzheimer’s disease
    • Autism
    • Cachexia
    • Cancer
    • Crohn’s disease or ulcerative colitis
    • HIV/AIDS
    • Epilepsy or debilitating seizure disorders
    • Multiple sclerosis or persistent, debilitating muscle spasms
    • Persistent nausea
    • Chronic pain (lasting >2 weeks, not adequately managed despite treatment)
    • PTSD (monitored by a licensed mental health therapist)
    • Terminal illness (life expectancy <6 months)
    • Hospice care patients
    • Rare diseases affecting fewer than 200,000 people in the U.S. that are not well-managed despite treatment attempts

Special Rule: Patients ages 18–21 must petition the Compassionate Use Board for approval.

    1. Product Formats & THC Limits

Utah limits medical cannabis to specific approved forms:

    • Tablets, capsules
    • Concentrated oils
    • Topical & transdermal preparations
    • Sublingual preparations
    • Liquid suspensions
    • Gelatinous cubes or lozenges
    • Raw cannabis (only in tamper-resistant, sealed containers with a 60-day expiration)

THC limit: Products may not exceed 20 mg THC per single dose.

    1. Possession Rules

    • 30-day supply limit for all cannabis products
    • Raw cannabis limit: ≤113 g unprocessed flower
    • Must be in original packaging from a state-licensed medical cannabis pharmacy
    1. Home Cultivation

    • Not permitted under Utah law
    • Original 2018 voter initiative allowed it, but amendments eliminated the provision
    • Legal challenges are ongoing, but no home grow is currently authorized
    1. Dispensaries & Delivery

    • Up to 14 licensed medical cannabis pharmacies statewide
    • Delivery available from certain pharmacies
    • Patients may designate up to two caregivers to assist with purchase, transport, and administration
    1. Reciprocity

Utah offers temporary medical cannabis cards for non-residents:

    • Valid for 21 days each, up to two cards per year
    • Only available for patients with a qualifying condition under Utah law
    1. Consumption Rules
